If you purchase a Ford Explorer (4wd) and the transfer case is completely full of a thick black grease and the odometer is rolled back over 100,000 miles, does that indicate a cover up in order for the dealership to sell the vehicle?
If the odometer is rolled back than that is enough to walk away. If the mileage on the licensing paper work that you signed is marked "exceeds mechanical limits" than the dealership doesn't have to prove true mileage but if it is advertised as a certain mileage than you should bring it to the attention of the dealership than the attorney general.
